Rule of law and anti-corruption: developing capacity building for corruption prevention

Fight against corruption is one of five essential political criteria indicated by the European Commission for Albania's accession to the Union. Corruption, in fact, represents one of the main threats to the strengthening of the rule of law because it negatively affects the principles of legality and legal certainty, undermined by arbitrariness and abuse in the exercise of power, and is both a cause of citizens' distrust towards institutions and an obstacle to economic development. The aim of this paper is to study both Albanian legislative framework relating to planning of corruption risk and prevention measures adopted, and the administrative organization functional to the prevention of corruption risk, in order to verify its adequacy, efficiency and effectiveness and to outline possible models, inspired by the risk management technique.
