The new rules of EU energy transition will reinforce consumer rights, putting them at the heart of the energy transition; they will create growth and green jobs in a modern economy leaving no region and no citizen behind. They will enable the EU to show leadership in the fight against climate change following the Paris Agreement. In this context, final customers are entitled to participate in a REC and maintain rights or obligations as final customers. The participation of private undertakings does not constitute their primary commercial or professional activity. RECs can take any form of entity, provided that may exercise rights and be subject to obligations. RECs are entitled to: produce, consume, store and sell renewable energy [including thermal energy] and manage distribution networks.
