This paper introduces some brief considerations regarding the relationship between technical and scientific knowledge, on one hand, and political decision, on the other one. The main idea developed hereby is that the progress of science and technology will be achieved in compliance with the values of the rule of law only by promoting the proactive role of democratic and representative institutions.
