In Italy, corruption is like a virus that has reached such a large scale in recent years that it has had significant negative macroeconomic repercussions. The health emergency caused by the coronavirus is amplifying the problems of the public health service linked to underfunding which, due to corrupt choices, is putting the health of the social community at risk. In order to fight corruption and organized crime, which could take advantage of the economic crisis of companies and bind many categories of workers, prevention and repression with clear laws are necessary. In this regard, we will examine the ANAC - the independent authority responsible for repressing corruption - to see whether or not the instruments made available by the legislator are sufficient. In addition, we will also examine the constitutionality profiles of the recent Law 3/2019 aimed at repressing crime with “severe” penalties, which emerged with the pronouncement of Constitutional Court ruling no. 32/2020. In conclusion, we will analyze the Italian and European economic policies of “specific credit lines” that aim to lift the crisis that our country is going through. We will also examine the risks of distortions of application that could benefit organized crime.
