This paper tackles to contribute to the debate on operational tools for the UNESCO Historic Urban Landscape (HUL) approach. Starting from the interpretation of landscape as a ‘commons’, an alternative methodology is proposed leading landscape decision processes. The methodology combines a geographic approach, referring to landscape ecology literature for the evaluation of multifunctional landscape, and a collaborative-operative approach respectively at a regional and municipal scale. The objective of the methodological proposal is the definition of a set of tools for multiscale landscape assessment, in order to integrate the multifunctional landscape concept into spatial planning processes at different territorial level. Combining different evaluation tools (social analysis, focus groups, multi-criteria analysis, multi-group analysis, GIS), used in each step of the decision process, landscape values attached by the local community are identified, in order to select the most suitable alternative for the experimentation and to set appropriate and socially-shared actions and rules for the identification and construction of new commons.
