The third paragraph of Article 116 of the Italian Constitution recognizes to the regions the possibility to negotiate with the Government "additional forms and special conditions of autonomy". On 22 October 2017, for the first time in the history of the Italian Republic it was held a consultative referendum in which citizens voted for greater autonomy of their region. Lombardy and Veneto have held two referendums in the exercise of their political and administrative autonomy. Il Lombardia region the consultative referendum is provided for in Art.52 of the Regional Statute. The regional law n.34/1983, Articles 25 and 26 governing the consultative referendum. In Veneto region the consultative referendum is provided for in Articles 25 and 27 of the Regional Statute. The regional law n.15/2014, governing the consultative referendum on the Veneto autonomy. The Veneto Region also had Law No.16 / 2014 on Consultative Referendum on the subject: "Do you want Veneto to become an independent and sovereign Republic? Yes or No." This last law was declared constitutionally illegality by the Constitutional Court with judgment no. 118 of 2015. As we will say later.
