We present a process developed in the research project METROPOLIS in order to build the hierarchical vulnerability model of an urban system; it is formed by the following phases A. Subdivision of the urban system subject to investigation into subsystems. B. Identifying the characteristics that influence the response of each subsystem to the phenomenon. C. Selection of a core set of synthesis indicators that group one or more features of each suitably normalized and classified subsystem. D. Attributing each indicator of vulnerability of subsystems to decision-making and knowledge management objectives (use of knowledge and literature knowledge, calibration processes, etc.).
