Semantic confusions and ambiguities on the notions of special economic zones do not find an explanatory and profound look on the part of economic business literature, but they find a strong reflection in reality and a fervent attention from the specialized international daily press, in the frequent emergence Of illegal, special economic, administrative and political areas ranging from Scampia to the Zen district of Palermo where the absence of the state and the presence of various (illegal) forms of economic systems cause abnormal life and development balances. This article, after reconstructing, identifying and reclassifying the concept of the Special Economic Zone (SEZ), tries to code some key variables of ZES and the Urban Zones (UFZ) in particular, to outline its critical success factors from the early Results obtained in the context of local Italian finance.
