The aim of the paper is to identify the main issues in the measurement of the level of smartness in urban contexts, starting from the conceptualisa- tion of smartness, the delineation of the different dimensions of smartness and the review of the measurement models. This process of analysis al- lows the proposal of a model to measure the level of smartness that is il- lustrated through the application to an empirical context, namely the city of Naples, highlighting the open issues related to the selection criteria and the collection of data.
