In recent years more and more labels are used by scholars, Local and Central Institutions and big Corporations to define the new path of urban development conveyed by the globalization process. Nowadays, the most considered conceptualizations by authors are ‘digital city’ and ‘smart city’; they are considered as connected by some authors, since they state ‘smart city’ is an evolution of ‘digital city’. Some others are not aligned with these meanings, using sometimes in an improper way the two notions. In order to gain the reasons why the two terms are overlapped or misinterpreted, we perform a comparative case study based on Reports issued by both Central and Local Institutions, aligning us with previous researches on the same topic in which most of mistakes were observed in Institutions Reports. The results show that no matter if ‘digital cities’ are labelled as ‘smart cities’ or vice versa, misunderstandings on the two definitions are so common because frequently ICT investments are considered the unique solution to improve life quality in cities according to the widespread new technologies.
