Significant social changes involve dissemination which in turn involves recontextualization as the movement of practices, strategies, discourses from one context to another (Chouliaraki/Fairclough 1999). From the perspective of discourse analysis, a view of discourse as “an inherent and irreducible element or facet of all social phenomena and all social change” (Fairclough, in Fairclough et al. 2007: 10) means viewing “the relations between discourse and other elements or facets of social phenomena as dialectical relations (Fairclough, in Fairclough et al. 2007: 12). Based on a theoretical methodological framework mainly relying upon Fairclough (2007, 2011) and van Dijk (in Fairclough et al. 2007), the aim of this study is an analysis of processes of ‘re-scaling’ in EU institutional discourse which involve questions of structure and agency with respect to dissemination and ‘operationalization’ of strategies in changes in social life and with a focus on ways of acting and interacting of discourses. The ‘operationalization’ of discourses as “particular and diverse ways of representing aspects of the world” will be analysed with an eye to the constitution of new relations between scales in EU institutional discourse on immigrant integration.
