This paper deals with an implementation process (Pressman and Wildavsky 1973) of a new policy-making body where networks of governance (Rhodes 2000) have been institutionalized (Powell and DiMaggio 1991). These bodies, in particular, represent new tools for the governing of the reformed education system in Italy. Our study shows two main aspects: 1) the effects of the implementation process in terms of unintended consequences and re-structuring of the local system; 2) the space for leadership and above all the role of policy entrepreneurs in terms of strategic conduct. The structuration theory (Giddens 1984; Cohen 1989) is the theoretical framework that let focus both on unintended consequences, change processes and strategic conduct.
