This study aims to investigate ideological implications in EU specialized legal discourse on immigration and asylum and identify a role for the EU in a dialogic communication with the Member States by means of such legally binding instruments as Directives. In this setting the findings of a quantitative-qualitative analysis revealed a distinct role for ‘should’ in determining the ideological framework for legislation in such a way that no possibility is left that an expectation may remain unfulfilled.

Abstract
