The relationship between gangs and territories is reviewed here in the context of its urban setting. The objective is to blow up the "caricature of the social pact" this criminal order, according to the happy expression of Magatti, and mend the "report disappointed with citizenship" as suggested in general by Castel. Hence, the need to combine, in the regulation, the objectives of the law with the support of the citizens. A combination is not trivial if reaffirms the credibility of the authorities as a prerequisite, and the equitable distribution in access to resources and information as practical. This would be the core of a specific territorial policy to combat organized crime.
