Il Piano Nazionale di Ripresa e Resilienza tra teorie di rilancio economico e imperativismo dei diritti

This paper aims to answer a critical question: what are the prospects for the «Southern Question» once the Italian N.R.R.P is implemented? To this end, firstly, the regulatory and constitutional framework is examined, highlighting its characteristics and limitations. Secondly, the main instruments provided by the Plan are discussed with reference to territorial cohesion: the implementation of fiscal federalism and the so-called «40% clause» under Decree Law 77/2021. Then, the focus moves to differentiated autonomy, which in fact not only has become a constant priority of the past governments, but also presents evident connections with the objective of territorial cohesion, despite being formally (and paradoxically) not included in the Plan. Finally, alternatives to the choices adopted by the political decision-maker are proposed.
