The purpose of this article is to examine the European Union’s competences in health matters, focusing on the criticalities of the mechanism defined by the Treaties. In particular, it takes into account the numerous actions taken by the European Institutions, in order to measure the effectiveness and adaptability of the tools adopted to crisis situations.
