With the intent to provide a testbed fo the Hubble Space Telescope Archive, the Space Telescope European Coordinating Facility started in October 1987, a project to put the data corresponding to the images of the low resolution spectra of the IUE in an optical disk archive, where they could be easily accessed by the astronomers who need them. Optical disk storage was selected, and conversion of data from the NASA-SPEC formatto the FITS-like optical disk format started. We explain in -this paper the criteria fo!lowed, the formats and procedure used, and the way we pian to allow data access and retrieval.
