In the field of urbanism and within the framework of the "Smart Cities" the automation of analysis of dynamic processes within the city is very important. Some clear examples of dynamic processes are road traffic, the study of the evolution of urban fabric or even the behavior of tourists during their visits of the city. We have proposed a prototype study for the case of Santander. The growing volume of data, coupled with the need for real-time results, makes evident the necessity of a tool for automatic generation of calculations that allow to study urban dynamics. By applying a methodology, based on hybridization techniques of GIS with Soft Computing to the urban processes, we pretend to generate a very useful tool in detecting urban problems and increase the ability to react to them, so and as a first approximation we have made a prototype for the management of particular spaces that are related with historical heritage, taking as its object the Magdalena Peninsula, the Cultural Ring Santander and the environment of the Hospital Marqués de Valdecilla, very representative areas in the city of Santander. In this paper we present our progress in the hybridization of GIS tools based on Soft Computing techniques and how to automate certain dynamic processes within the urban environment of a "Smart City".
