Readiness for emergencies is a challenging and complicated task to every government. It requires a regulatory institutional structure which crosses sectors, both on the level of governmental power, domains, and in terms of the numerous fields of expertise it requires for effective policy and action. Different countries have established different institutions and mechanisms that are meant to mitigate, prepare, manage and orchestrate their coping with emergencies before, during and after they occur. The Symposium brought together scholars from different countries for an in-depth discussion on emergencies and governance, and to compare different regimes vis-à-vis the Israeli case. In that frame, professor De Minico's speech was about The general model of the laws of fear; the 2017 Terrorism Directive; the latest French Law strengthening the measures against terrorism.
