The present work has as its focus the enactment of EU directives of 2014 on public procurement and concessions and regulatory reform provided for by the enabling act. The European legislator has encouraged, through these measures, on the fight against corruption, the efficiency, legality and transparency of administrative and market growth inspired by the principles of free competition.
