The building that we are going to analyze is a part of a project at a large-scale which was made in 1969 by the architect Di Salvo. It was built in the Scampia’s district. He planned seven buildings with two types: one in the form of a “tent”, the other one a “tower”. Nowadays, only four resist at the demolishing actions. The building that we studied is called “Vela”. It was identified with a letter, B. Its external shape is very similar to a pyramid tent. It was called the “Vela Celeste” (blue sailing) by the inhabitants. It is the biggest among the buildings. The plan has a H form with the wings that slightly staggered that are divided in four blocks put together as couple and that has a difference in level of 3,00 m among the porches floors. The intercurrent space from each of the two components (8,42 m) is designed with hanging streets made with huge beams and steal stands that creates the stairs that connects the entrance of the apartments. From the second floor on, the structure keeps the made up cells with a prefabricated technology resembling a tunnel. The recovery of this building is a very complex issue. The decay depends mainly on the building technologies. The recovery must be done because of its importance. It’s very important especially for its morality in which even the citizens of Scampia are following. The recovery must have a sense of socialization and of services. It expand our vision and get rid of the traditional vision of decay. This plan is for all the population, especially the old men and women. Even the invalid must live in happiness throughout these buildings. The general characteristics of this plan are: • Historical themes: the Vela (sailing) represents the historical testimony of the “tent” shape. Years after years it had the meaning of the decay of all society, at least of the inhabitants. Making a recover would be very important for all of the society; • Society: there must be a balance between the social and territorial functions and the society should create resources; • Functional: many other uses could be created, even if there is the tunnel prefabrication; • Cultural: the requalification can create a new life too. It will bring many more students to the University, doctorates, professors… • road plan: a very strong street plan and a metro will help Scampia to have a connection to Naples and the neighbored towns.
