The E1 response in 208Pb is studied within a microscopic multiphonon approach which solves the nuclear eigenvalue problem in a basis of microscopic multiphonon states generated iteratively starting from the Tamm-Dancoff phonons. Attention is focused on the low-energy excitations below the giant dipole resonance peak.
