Periferie di Napoli. La geografia, il quartiere, l'edilizia pubblica

Interessarsi della periferia di Napoli vuol dire prendere in considerazione tre contesti (occidentale, settentrionale, orientale) chiaramente definiti dal punto di vista geomorfologico, cardini, a loro volta, di sistemi urbani e territoriali autonomi. Diversamente dalla «periferia storica» di altre città italiane ed europee, la connotazione stratificata, sociale, oggettiva oltre che interpretativa, di tali realtà è la dimensione del ‘quartiere’, una costante insediativa non sempre disegnata o pianificata, ma intrinseca e storicamente connaturata alla matrice genetica della città. Ancor più oggi, nella attuale dimensione metropolitana, la struttura orografica fissa le logiche di un ‘policentrismo naturale che individua, anche là dove è stata del tutto ignorata dai recenti processi di espansione, i contesti e le diverse parti urbane, coinvolgendo anche le logiche relazionali interne a realtà già consolidate. La lettura ‘per quartieri’ della periferia di Napoli si basa dunque sulla individuazione di precisi ambiti geografici, di paesaggi urbani articolati al loro interno ‘per pezzi’ più o meno unitari, di dimensioni estremamente variabili, che, nell’ultimo secolo, hanno gradualmente integrato e talvolta stravolto i casali storici dell’immediato intorno territoriale. In questa chiave viene indagata la vicenda dell’edilizia pubblica che ha costruito più del 50% del patrimonio residenziale periferico: non più solo estrapolando gli insediamenti come esempi emblematici decontestualizzabili di questa o quella teoria urbana o architettonica, ma piuttosto analizzandone proprio i motivi di radicamento rispetto ai siti in cui sorgono. La loro evidenziazione all’interno dei tre contesti periferici consente, finalmente, la ricostruzione di mosaici urbanistici nei quali è possibile rintracciare, evidentemente per frammenti, la trama connettiva che è alla base, storicamente, di differenti progetti e del dibattito alterno sulla crescita della città. L’originale documentazione manualistica, grafica e illustrativa a supporto delle tesi interpretative ricostruisce con rigore lo scenario fisico e culturale intorno al quale ruota da decenni il destino delle composite e intricate realtà periferiche napoletane, evidenziando le vocazioni urbane e le qualità architettoniche specifiche di un patrimonio insediativo omologato dalle logiche di un degrado diffuso. L’ avanzamento della ricerca, già edita nel 2001 nella collana «Analisi della città» diretta da Giancarlo Alisio (Electa Napoli), documenta lavori ancora in progress che ne hanno utilizzato e sperimentato le tesi e i materiali, producendo altre tesi ed altri materiali. Si arricchisce il patrimonio di conoscenza orientato dalla e alla prefigurazione progettuale di quello che all’origine di questi studi era l’oscuro territorio delle Periferie di Napoli. Si precisano differenze, potenzialità e vocazioni che sempre più ne delineano le identità di quartieri geograficamente e paesaggisticamente connotati, ormai centrali rispetto ad una realtà metropolitana che ha da tempo reso virtuali i confini comunali. Con l’approvazione della Variante generale al PRG nel 2004 e l’istituzione del Parco delle Colline di Napoli nel 2003, molte delle idee sul futuro urbanistico di Napoli dieci anni fa ritenute utopiche sono ormai comunemente avvertite come possibilità reali. Diventano ora queste le premesse ormai acquisite di un’architettura che si confronti con un concetto ‘geografico’ di quartiere inseguendo il sogno di una città-parco.   Being interested in the periphery of Naples means taking into account the three contexts (Western, Northern, Eastern) clearly defined by the extraordinary parthenopean geomorphology, hinges, in turn, of urban and territorial autonomous systems. Unlike the «historic periphery» of other Italian and European cities, the stratified, social, objective as well as interpretative, connotation of these urban contexts is actually the size of the 'quartiere', a constant way of settlement that is not always designed or planned, but intrinsically and historically ingrained in the genetic blueprint of the city. Even more so today, in the current metropolitan size , the orographic structure sets the logics of a 'natural polycentrism' that identifies, even where it has been totally ignored by the recent expansion processes, contexts and the different parts of the city, involving also the relational internal logics of already consolidated urban realities. The reading by 'quartieri' of the peripheries of Naples is therefore based on the identification of uniform geographic areas. In them, these urban landscapes are articulated ‘for pieces', more or less uniform within them, in greatly different size, which, in the last century, have gradually integrated and sometimes radically distorted the historic rural suburbs (casali) of the immediate territorial neighborhood. In this key the history of public housing, which has built more than 50% of its residential suburb, is investigated: no more only extrapolating the settlements from the contexts as emblematic examples of this or that urban or architectural theory, but rather analyzing the reasons of their roots within the sites in which they arise. Their graphic highlighting within the three peripheries allows, finally, the reconstruction of urban mosaics in which you can trace the fragments of the connective plot which, historically, is at the base of different projects and of the alternating debate about the growth of the city. The original graphic and illustrative documentation, in support of the interpretative theses, reconstructs rigorously the physical and cultural landscape around which, for decades, the fate of the composite and intricate Neapolitan peripheries swings. So the urban potentialities and the specific architectural qualities of a settled heritage, homologated by the logics of a widespread degradation, are highlighted. The advancement of research, already published in 2001 in the series «Analysis of the city" directed by Giancarlo Alisio (Electa Napoli), documents the works still in progress which have used and tested these theses and these materials, producing other theses and other materials. It is enriched the wealth of knowledge oriented to and by prefigurations of design of what, at the origin of these studies, was the obscure territory of the suburbs of Naples. Differences, and potential vocations are clarified and delineate increasingly the identity of ‘quartieri’ connoted geographically and scenically, that now are central of a metropolitan reality which has long made virtual the municipal boundaries. With the approval of the General Variant of the Plan in 2004 and the establishment of the Park of the Hills of Naples in 2003 many of the ideas about the urban future of Naples, ten years ago considered utopian, are now commonly perceived as real possibilities. These are the premises, now acquired, about an architecture that wants to confront with a geographical concept of ‘quartiere’, chasing the dream of a city-park.
