The purpose of this work is to identify the factors and the characteristics that can make a region competitive on international level. The results of this research mainly consists in working out a methodology to identify the factors which contribute to increase the pro pension of an area to innovation. The methodological references used follow an approach and a paradigm: the systemic approach and the paradigm of complexity. Therefore, the processes according to which two systems develop cannot be managed and controlled through deterministic tools. According to the above-mentioned purpose, the study is organizes into the following phases: identifying of the functional elements representing the "success factors" in the process of the new technologies diffusion, carried out by reading the technological innovation system; identifying of the regional physical facilities favoring the process of creation, production and diffusion of technological innovation, carried out by reading the regional system; identifying of regional conditions promoting the process of creating, producing and spreading of technological innovation.
