The interface between two phases, or media, is considered as a transition layer to which the volumetric balance laws are applied. It is assumed that the layer can be bounded by a pair of parallel surfaces and a ruled surface. Splitting of the volume and surface measures in the corresponding product measures is performed in order to get the local form of the laws. The surface quantities are defined for which evolution laws are derived. The derived laws shed more light on the «classical» balance laws for singular surfaces with material properties
