The aim of this work is to study the universal Steenrod algebra Qp for odd primes p. An invariant-theoretic description of Qp is given and two families of algebras related to Qp are presented. They include the algebra Lopp, the Steenrod algebra Ap and the Steenrod algebra for simplicial restricted Lie algebras AL as particular cases. The diagonal cohomology D∗(Qp) is computed.
