A new kind of approach is proposed to manage organizationally closed systems (the MFM approach), suitable to deal with water distribution systems. A software is presented that allows non-software engineers to easily represent complex water systems by the insertion of all the necessary specifications to be used as a powerful Decision Support System (DSS) operating in real time.
