Abstract: We address the problem of metric independence of the partition function of Topological Quantum Field Theories (TQFT) in the Batalin-Vilkovisky (BV) formalism. This generalizes results which are valid only when the Faddeev-Popov type gauge-fixing works. Our treatment includes, without difficulties, the interesting cases of theories with open BRST algebras. We study theories of p-forms and discuss the construction of improved functional measures. A number of examples are analysed and proved to lead to metric independent partition functions. The construction of observables is discussed as well.
