The article examines the European Parliament’s proposal for the reform of the European Union Treaties, adopted on 22 November 2023, focusing on its potential impact in terms of the rationalisation of institutional arrangements, the strengthening of the European Parliament’s role, and the progressive overcoming of the intergovernmental method. The analysis is carried out considering constitutional categories, particularly regarding the democratic principle, political representation, and the political-institutional organisation of the Union. The study highlights the system’s persisting tensions, notably the weakness of European political parties, electoral fragmentation, and the failure to establish a supranational public sphere. In conclusion, it assesses whether the proposed reform may be a meaningful opportunity to consolidate the relationship between EU institutions and citizens.
