This article analyses the receivership of the water service in Sicily through the case of the company Girgenti Acque (2007-21), highlighting how extraordinary administration has be come the ordinary mode of governance rather than an exceptional tool. Through documenta ry analysis and interviews, the study demonstrates how receivership has created new areas of opaque decision-making, removed from democratic control. The Sicilian case reveals how for mal depoliticisation through receivership does not eliminate politics but reconfigures it in less transparent forms, raising fundamental questions about the compatibility between prolonged extraordinary administrations with democratic principles of accountability and participation.
