The 1880s saw the first emergence of a specifically English version of collectivist and communitarian rhetoric, characterized by an original attempt to reconcile the tradi- tional tenets of radical democratic individualism with recognition of the essential role played by social forces, including the State as an agent of the national conscience and will, in creating the conditions for effective freedom. Anticipating 20th-century New Liberalism, this political discourse was initially catalyzed by the urgent need to provide the supposedly revolutionary legislation of the second Gladstone Government with an ideological rationale that was felt to be missing or inadequate.
