Recent National and International seismic codes mark the difference between assessment of existing constructions and design of new ones. Therefore, specific guidelines on the structural characterization of materials–details as well as on proper procedures–to perform reliable structural analyses have been released. In this context, seismic capacity models for concrete constructions with smoothreinforcement play a key role and need further development. The present paper reports the outcome of an experimental program carried out on reinforced concrete (r.c.) columns designed according to obsolete codes and practices which date back between 1940s and 1970s. It focuses the attention on the rotation capacity of members under monotonic loading and represents the first part of an extended research reported in two companion documents that approach the problem from both the monotonic as well as cyclic perspective.
